NALC’s legislative and political network 

The 1970 Postal Reorganization Act established that a nine-member board of governors would have direct oversight of the U.S. Postal Service. In reality, the agency, and its board, answer to an even higher authority—the 535 members of the U.S. Congress. “Congress is our true board of directors,” NALC President Fredric Rolando said. “Not only does it have control over the Postal Service, Congress also legislates many of our benefits, including retirement and health care, and sets the bounds of our collectivebargaining rights. That’s why it is so important that we educate members of Congress and make them understand the value of the Postal Service and its letter carriers to all Americans.”
